      <title>Dividends of a Hands Up: Public Benefits of Moving Indigent Adults with Disabilities on to SSI</title>

      <description>Report that examines opportunities for counties to reduce costs by moving individuals with disabilities onto Supplemental Social Security Income (SSI) and Medi-Cal.  Findings include that moving all 110,000 eligible Californians onto SSI will increase output in the state economy by $647 million, create 4,310 new jobs, increase state and local tax revenue by $47 million, and increase federal tax revenue by $50 million. Annual health costs that can be avoided include $504 million in county health care costs for General Relief recipients, $156 million private hospital costs for General Relief recipients, and a total of $1.4 billion for county indigent patients.</description>

      <title>Tools for Identifying High-Cost, High-Need Homeless Persons</title>

      <description>Report providing tools for identifying homeless individuals with acute needs, the highest public costs when homeless, and the greatest reduction in public costs when housed. The most expensive ten percent of homeless residents: 1) Have average public costs of $8,083 per month, compared to $710 for the other 90 percent, because of extensive use of hospitals and medical and mental health jails; 2) Account for 56 percent of all public costs for homeless single adults; and 3) Have average cost reductions of $5,731 per month, or 71 percent, when in supportive housing.</description>
