      <description>Notice to every Health Deputy advising that on May 22, 2012 the DPH Substance Abuse Prevention and Control (SAPC) intends to release a Request for Proposals (RFP) for Community Centered Emergency Room Project (CCERP) services. The purpose of this RFP is identify an agency to provide CCERP services in L.A. County&apos;s SPA 4, specifically in the area surrounding the LAC+USC Medical Center. The CCERP will complement integrated health care efforts to manage and reduce the large number of persons with chronic homelessness and co-occurring disorders who are frequent visitors of the LAC+USC MC Emergency Department.  Approximately $200,000 in funding will be provided to the selected agency each fiscal year.</description>

      <title>Dividends of a Hand Up: Public Benefits of Moving Indigent Adults with Disabilities onto SSI</title>

      <description>Report prepared under auspices of Health Consumer Alliance of California that discusses opportunities to avoid costs by moving individuals with disabilities who are General Relief (GR) recipients, medically indigent hospital patients and homeless hospital patients onto SSI and Medi-Cal.  Over 70,000 indigent individuals who are admitted to California hospitals each year have an average cost of $40,000 per admission for county indigent programs.  In Los Angeles, 61% of persons in need receive SSI and 34% of persons in need are covered by Medi-Cal.  Los Angeles has one of the highest rates of GR coverage in the nation, providing the county with the greatest opportunity for reducing direct expenditures for cash grants when eligible individuals are enrolled in SSI because these grants can be discontinued after SSI payments begin.</description>

      <title>Dividends of a Hands Up: Public Benefits of Moving Indigent Adults with Disabilities on to SSI</title>

Findings include that moving all 110,000 eligible Californians onto SSI will increase output in the state economy by $647 million, create 4,310 new jobs, increase state and local tax revenue by $47 million, and increase federal tax revenue by $50 million. Annual health costs that can be avoided include $504 million in county health care costs for General Relief recipients, $156 million private hospital costs for General Relief recipients, and a total of $1.4 billion for county indigent patients.</description>

In response, this report makes three main recommendations to strengthen the County&apos;s homeless strategy: 1) leverage funds to maximize resources; 2) coordinate a regional approach among partners; and 3) address cost avoidance.</description>
