As part of this public process, the concepts presented here were previously presented by the consulting team at a three-hour public event sponsored by the California Senate Office of Research in early June 2009. While the paper is an inital step in waiver development, it is worth noting that the language can still be highly technical and is designed for audiences with background in health care policy and financing.</description>

      <description>This policy brief summarizes the current disucussion on putting together a waiver renewal concept paper for California&apos;s hospital financing waiver.  The plan is to submit it to the federal government by September or October of 2009.  The state is looking to use the waiver renewal to fill in about $400 million of the budget deficit and to use it as a bridge to federal health care reform.  The goal of this paper is to solicit creative input from the &quot;front lines&quot; to be included in the renewal waiver.  Some of the topics discussed include: Eligibility, Service Delivery, Payment Reform, Budget Neutrality and Financing, Quality Improvement and Infrastructure Reform.</description>

      <description>This policy brief summarizes the goals of ABX4 6, signed into law by Governor Arnold Schwarzenegger on July 28, 2009.  As law, it is the first framework for constructing California&apos;s hospital finacing waiver renewal for the federal government.  This law has put in place many of the goals and innovations others have already suggested for the renewed waiver.  Further, it explicitly requires the continued input of stakeholders through the waiver renewal process and, upon approval, the waiver&apos;s implementation via a stakeholder advisory board.</description>

Part of the agreement proposes to reduce Medicare and Medicaid &quot;Disproportionate Share Hospital&quot; (DSH) payments by $50 billion over 10 years.  Such reductions could severely damage safety net providers if not carefully crafted.</description>
