The memorandum includes the funding and implementation strategy for DMH. School-based health centers are a proven cost effective means for providing a range of quality health services to children, adolescents and at-risk youth and at preventing worsened chronic conditions, inappropriate emergency room use and avoidable hospitalizations. Expanding the contracts builds upon the ongoing relationships between schools and mental health providers. DMH will honor existing collaborative relationships that have been formalized through a previous operational agreement.</description>

      <title>How Can California Policymakers Help Low-Income Children Benefit from National Health Reform?</title>

      <description>Study commissioned by The California Endowment that identifies several issues California policymakers must address so the state has the capabilities to handle an expected influx of newly insured children under the federal health reform law. In California, eligibility methods used for Medi-Cal can burden applicants and prevent eligible families from enrolling.  Also, limited Medi-Cal provider reimbursement and networks could diminish the access to care received by both children and newly eligible parents.  These two factors will be particularly important to address under the Governor&apos;s proposal to move children from Healthy Families into Medi-Cal.  In 2009, more than 31.5 percent of uninsured children lived in Los Angeles County.</description>

      <title>Health Insurance Coverage: Early Release of Estimates From National Health Interview Survey, 2010</title>

      <description>Report on health insurance coverage from the CDC&apos;s 2010 National Health Interview survey. Nationally in 2010, 48.6 million persons of all ages (16.0%) were uninsured at the time of interview, 60.3 million (19.8%) had been uninsured for at least part of the year prior to interview, and 35.7 million (11.7%) had been uninsured for more than a year at the time of interview.  The percentage of children under age 18 years who were uninsured at the time of interview was 7.8%.  In California at the time of the interview, 20.6% of persons were uninsured and 22.2% of persons had public coverage.</description>

      <description>Policy brief on the possible exclusion of 220,000 children from affordable health care coverage in California due to restrictions on eligibility for health care reform programs.  Approximately 30,000 undocumented immigrant children will be barred from participating in the Health Benefit Exchange with an additional 150,000 uninsured children will be excluded from the ACA-funded Medi-Cal expansion due to their status as either undocumented immigrants or legal immigrants who have lived in the U.S. for fewer than five years.  An estimated 40,000 children who are legal citizens of the U.S. also may be excluded from ACA coverage expansions as a result of confusion over their parents&apos; citizenship status.</description>
