      <description>This memorandum is a supplement to the Department of Health Services&apos;s initial January 26, 2010 fiscal outlook report that indicated an anticipated, significant negative impact from the proposed $750 million
reduction in State General Funds for the Medi-Cal program.  However, at the time the department could not
determine an estimate without more detailed information. Subsequently, it has become clear that the Governor&apos;s proposed budget assumes continuation in FY 2010-2011 reductions to the Safety Net Care Pool (SNCP) and the South LA
Fund, which will decrease our projected revenues for 2010-2011 by $24 million,
resulting in a corresponding increase in the projected two-year cumulative deficit
to $600.7 million. This reduction is in addition to any reductions which would
result from the $750 million reduction, because it is already assumed in the base.</description>

(Attachment I) since the last Budget Committee of the Whole report to
the Board of Supervisors on September 15, 2009. As indicated in the Summary of
Changes, the current estimated shortfalls are $(213.1)million for
Fiscal Year (FY) 2009-2010 and $(576.7) million for FY 2010-2011. The
developments contributing to these changes are summarized in the
attached Summary of Changes.  This memorandum provides specific details regarding the managed care rate supplement, the impact of additional state budget cuts, the hospital provider fee, the FMAP extension and the 1115 Waiver.</description>

      <description>This document presents the State of California’s concept of potential components for a section 1115 waiver, to be effective September 1, 2010. This new waiver reflects the need to achieve the structural reforms as adopted as part of the State’s 2009-10 budget and to prepare for possible national health care reform. Under the terms of the waiver, and consistent with recent legislation passed by the California Legislature and signed by the Governor (ABx4 61), California will create more accountable coordinated systems of care, strengthen the health care safety net, reward health care quality and improve outcomes, slow the long-term expenditure growth rate of Medi-Cal (California’s Medicaid program), and expand coverage to uninsured Californians.</description>
