Policy brief detailing the 2012-13 budget bill that Governor Brown signed on June 27, 2012. The spending plan closes the state's budget shortfall with $16.6 billion in "solutions," providing an estimated $948 million reserve in 2012-13. The spending plan reflects $52.2 million spending reduction to In-Home Supportive Services (IHHS) Program, $6.0 billion in additional revenues attributable to temporary tax increases that voters will be asked to approves in November 2012 and $2.5 billion in loan repayment extensions, transfers from special funds and other one-time actions.
