Report building on the previous work of Insure the Uninsured Project that describes four models of health coverage to provide services to the residually uninsured. This term describes individuals who will remain uninsured following implementation of the Affordable Care Act, estimated at 3.1 million statewide. This group will continue to rely on local health care safety net systems while financing streams that presently support services will be severely reduced post-reform. For each model, a brief background, description of key programs, advantages and drawbacks, and possible next steps are discussed.
