Memorandum to the Board of Supervisors requesting approval and delegation of authority to sign an agreement with State DHCS before the June 30, 2012 deadline, for operation of the LIHP under the Section 1115 Medicaid Waiver, which replaces the existing agreement with similar terms but compensates the County using capitation payments for services. These payments are funded using intergovernmental transfers (IGTs) for the non-federal share, as opposed to current arrangement using Certified Public Expenditures (CPEs). The advantages of receiving capitated payments are increased predictability of revenues and a more simplified claiming process. In Los Angeles, the LIHP is known as Healthy Way LA.
