Description:
Memorandum to the Board of Supervisors providing the DHS fiscal overview. As of March 2, 2012, DHS projects a $9.6 million surplus for FY 2011-2012 and a budget shortfall of $73.4 million for FY 2012-2013. Revenue strategies include a proposed In-Home Supportive Services Plan rate increase and amendment to the Section 1115 Medicaid Waiver for Ryan White eligibles. DHS' implementation of an Electronic Health Record as required by the Affordable Care Act (ACA) is a major expense, and the influx of new patient populations through the Seniors and Persons with Disabilities (SPD) transition and Healthy Way LA (HWLA) present challenges. The State may decide to reduce health care realignment funds with the waiver's coverage expansions and ACA implementation.
