Memorandum from L.A. County DHS to the Board of Supervisors providing status updates on implementing the 1115 Medicaid Waiver Initiative. The Low Income Health Plan (LIHP) will be implemented on July 1, 2011 building upon DHS' existing Healthy Way LA (HWLA) program, which currently has 65,000 active members who will be grandfathered into the new program. Following the Special Terms and Conditions (STCs), private community clinics like FQHCs or FQHC look-alike status will be paid Prospective Payment System (PPS) rates for services provided to HWLA members. L.A. County DHS developed its Delivery System Reform Incentive Pool (DSRIP) milestones to align with CMS goals and to prepare the Department for federal health care reform in 2014.
