Memorandum from the L.A. County CEO to the Board of Supervisors reporting the results of an evaluation conducted by Health Management Associates (HMA) on the L.A. County DHS Office of Managed Care (OMC), which operates the Community Health Plan (CHP). HMA was asked to conduct a comprehensive assessment of the OMC's current operations to evaluate its readiness to participate in the expanded managed care opportunities under national health reform; evaluate the extent to which the County may uniquely benefit from healthcare reform opportunities by continuing its operation under County governance; evaluate L.A. County DHS' ability to retain its current patient base as well as serve in an expanded capacity as a medical home and compete with the private sector for new managed care enrollment; and provide written analyses and recommendations regarding these areas. The HMA report is included as an attachment.
