The article explains the number of ways that ARRA has mitigated the impact of the economic downturn in California, such as boosting economic activity and employment, helping California close last year’s massive state budget shortfall and protecting health and social safety-net programs during the recession. For example, ARRA temporarily increased the federal government’s share of Medicaid costs (Medi-Cal in California) from 50 percent to 61.59 percent through December 2010.
