This memorandum details Governor Schwarzenegger's $118.8 billion FY 2010-11 Proposed Budget, which includes $82.9 billion for State General Fund expenditures, closes a $19.9 billion shortfall, and establishes a $1.0 billion reserve. Concurrently, pursuant to Proposition 58 of 2004, the California Balanced Budget Act, the Goernor declared a fiscal emergency and called the Legislature into a Special Session to address $8.9 billion of the budget deficit.
